When the Constitution was adopted there were no aliens here. As I conceive it. on the day the Constitution was adopted everyone then within our borders became a citizen of the State and of the United States. The questibn of citizenship was not pertinent at that time. but today it is doubly pertinent. and it is doubly pertinent by reason of the fact that we have not had a change in the representation in Congress for a period of practically 20 years. (luring which time following the great World War and in earlier years. immigrants came to the country in greater numbers than ever before. Figures that may be used in this discussion. based on the census made in 1920. are today 10 years old. Changes have taken place. but if we shall follow the census of the United States of 1920. those figures do give us a line for deduction from which we may judge rather closely as to the actual conditions existing in the United States today.
