The people are sovereign. they organized sovereign States. and these sovereign States and the people therein set up the National Government. The States conferred upon the Federal Government authority to do a limited number of things. For instance. Congress was given the power to regulate interstate commerce. to provide for the naturalization of aliens. to borrow money. and to declare war. The authority of the Federal Government is limited. it is only such as is conferred in the Constitution. The tenth amendment declares that the powers not delegated to the United States by the Constitution nor prohibited by it to the States are reserved to the States. respectively. or to the people.
