I was greatly interested in the speech referred to by the gentleman from North Dakota by Congressman HAUGEN. the distinguished chairman of the great Agricultural Committee of this body. when lie said. referring to this point: So far as is known. there are only two methods by which to prevent the exportable surplus from unduly depressing the prices of the commodity.
