Narcotics are a curse to mankind. The Government has the full support of an undivided public opinion in the enforcement of this law. Any ship that will employ Chinese coolie labor at a few paltry dollars per month. getting those men to work for starvation wages. compelling these men to resort to the traffic of opium to eke out an existence is just as guilty a participant in the importation of opium as if they signed a written contract permitting these men to do it. You will see. gentlemen. that once the Government can reach out and libel a ship and hold the owners responsible. the employment of the crew will be entirely different. The owners and masters will make sure that there is no opium oh board if they are subject to a penalty which must be paid of $25 an ounce.
