Despite the fact that there are thousands of aliens in this country who can never become citizens. according to our laws. because of their nationalityfor example. the Chinese--yet those who cry loudest for decreasing the representation of the South hardly speak above an audible whisper when an amendment is proposed to the Constitution excluding aliens in counting the whole number of persons in each State for the apportionment of representation.
