And then. Mr. President. when we consider the essential fairness of the thing. it is obvious at the first glance that the temporary 1890 method was wholly unfair to us who were born in America. It took as a basis all of these foreignborn persons. whether they were naturalized or not. and it ignored every one of us who was born in this country.
