If such enormous errors as that can result under this provisionas indeed have resulted under itand every time they figure the quotas from different countries under this provision they come to different results. I ask you whether this is legislation that the Congress of the United States desires to have the immigration to this country based upon? It is indefensible. because even the experts can not give the same answer twice.
