At first. the experts said it would be 73.000. and they say now it will be 65.000 in round numbers per year. That is 8.000 people different from the quota of the former figures. They testified before the committee that it takes 600 mistakes in the allocation of the people of this country to the stock of a foreign country in order to make one mistake in the Incoming immigrant number or quota. Six hundred times 8.000. gentlemen. makes 4.800.000 that they themselves testify that they had erroneously allotted to the British stock. If such enormous errors as that can result under this provisionas indeed have resulted under itand every time they figure the quotas from different countries under this provision they come to different results. I ask you whether this is legislation that the Congress of the United States desires to have the immigration to this country based upon? It is indefensible. because even the experts can not give the same answer twice.
