Mr..Speaker. ladies and gentlemen of the House. when the immigration act was passed in 1924 we went back to the census of 1890 because we felt that a quota on that basis would come nearer giving the people of the United States of America a correct representation in reference to nationalities than any other census. When this bill went over to the Senate an amendment was offered by Senator REED of Pennsylvania. providing for a national origins act. That was added to this bill and was to go into effect after 1:927. A commission was appointed to make the investigation and make a report.
