This conference report calls for the use of that date on which the officers may on proper inquiry issue a certificate of entry to the alien domiciled prior. to June 3. 1921. and who at the time of the application can show good conduct. With a certificate of entry. and then proceed to citizenship in the course of time. and must. of course. prove good conduct.
