Mr. Speaker and Members of the House. the Senate made considerable changes in the naturalization act proposed by the House. striking out all after the enacting clause. and making a very thoroughgoing revision of the existing laws relating to the naturalization of aliens who have not been properly admitted into the United States. When the bill was returned to the House. the Committee on Immigration. through its chairman. proposed seven changes in the bill as passed by the Senate. These changes can be summarized as follows: First. Changes from July 1. 1924. to June 3. 1921. the date of entry of the immigrant. Second. Changes the words "is a person of good moral character" to "has behaved as a person of good moral character at all times since such entry." Third.
