The man to whom I refer is the Hon. James J. Ddvis. Secretary of Labor. Fortyeight years ago he came here an immigrant boy. Forty years later he himself was in charge of our immigration. The whole story of his ability. his energy. and his character is told in that single. striking fact. This fact illustrates another thing. It is an object lesson to all immigrant boys that America is the land of opportunity and shows what any raw immigrant boy can do if he has the will to work.
