Session #70 · 1927–29

Speech #700171705

Chairman and gentlemen. on page 4. paragraph 7. starting out with line 3. the following: (7) An alien who is convicted of any offense (committed after the enactment of this act and within 10 years after entry) for which he Is sentenced to imprisonment for a term which. when added to the terms to which sentenced under two or more previous convictions of the same or any other offense (committed after the enactment of this act). amounts to two years or more. My amendment strikes out the word "10" and substitutes the word "five." so that the paragraph will providethat within five years after his entryIn lieu of 10 years. and so forth. Now. we know that after a man has been here for five years he has. more or less. acquired the habits and customs of our country. and if. in due course of time. he commits some violation or offense of which he may be found guilty. which may be only a misdemeanor. or he may e guilty of something else. and due to two or three such convictions. sentence would amount to two years. he could be deported up to 10 years of his residence within the United States. Now. I feel that it would be reasonable if we would shorten that to five instead of ten.
