I am not sure they are all aliens. In regard to a retroactive clause. it is interesting to note that many of the provisions in the large deportation bill were brought out a year ago in the past. Yet some of the cases provided for deportation exist now only in a small degree. You must remember that there was a time limitfive years in most cases and three years in some. Therewas no limit to some of the worst criminals. When your conimittee undertook five years ago to work out a deportation law there were a great many dependent aliens in insane institutions--decrepit and paupers. The law was not passed and so time limit ran in nearly all of the cases. The restrictive immigration act went into effect on July 1. 3924. so it will be five years next July. and on July 1 next th- time linit will run out in nearly all classes.
