To be frank with the gentleman. his question goes into something that I did not intend to discuss. and I am equally frank in saying that I am rapidly approaching a mental state where I realize that through necessity we must close this open door and bring about some kind of a restriction. Whether that should be based on the 1910 census or the 1890 census is just a question of policy. based upon the necessity. I can see where conditions might change. where in the years to come through depletion in our population. because of some great catastrophe. for exampleand population increases either by a greater number of births than deaths or by an increase in immigration over emigration . that is the only means through which an increase in population takes placeand I can see where a principle applicable to one period might of necessity be changed when applied to conditions in a different period.
