It is not that their present quota is fair but that they assume that it Is. and they assume that to bring it down to normal is an attack on them. As a matter of fact. nothing is further from our thought. I think both of those elements furnish excellent strains of immigration and nothing Is further from our desire than to attack them. We want to be fair to them. but not more than fair. The effort that we heard so much of during the last campaign to bring it up to the 1920 census is backed largely by the Jewish element from Poland and from the countries of southeastern Europe. All of those countries would gain very much by using the 1920 census of foreign born. because in recent years. as we all know. so many people came from those countries that the 1920 census shows a great proportion of foreignborn people from that source.
