I have studied conditions in South Carolina for more than a year. and upon full reflection I have come to the conclusion that the best solution of the problem is the creation of three districts. to be known as the western. middle. and eastern districts. and arranged so as to form a compact district in the northwestern portion of the State. one through the middle of the State. and one in the eastern part along the seaboard. That is signed by Judge Ernest F. Cochran. Later we decided that instead of asking for the three districts we would only ask for the additional judgeship.
