In this same clause of the Constitution I call your attention to the fact that there are three inhibitions placed upon men who shall sit in this House: First. they must be 25 years of age. second. they must have been seven years a citizen of the United States. and. third. they must be an inhabitant of the State from which they are chosen at the time they are chosen. Now. there is no difference in my mind in the effect of these inhibitions. Suppose that a constituency elected a mau only 21 years of age to represent it in the House of Representatives. and this question was raised. What are you going to do? Suppose they had selected a man who had been naturalized less than seven years. No matter what his other qualifications are. what are you going to do?
