It is an important and rather serious undertaking. I certainly would have to have further advice as to specific details and directions before undertaking to specify the exact amount required. The amount needed is large. This work is suffering. I regret that the Committee on Immigration and Naturalization has not reported the legislation mentioned. I hope that it can and will be done soon. and that when the matter comes up again it will have the sympathetic consideration of the Committee on Appropriations. I would like it very much if something could be done now. even if the measure of relief granted is small.
