The committee examined estimates for the next fiscal year amounting to $111.874.347.43. and the total of the bill recommended by this committee for the conduct of these departments for the next fiscal year. 1930. is $111.772.887.43. The total increase In the bill for 1930 over 1929. which. if I may repeat. is $21.198.951.54. standing by itself would be indicative of numerous increases of considerable importance. but. as a matter of fact. the amount is a net increase accounted for very largely by consideration of four factors. namely: The amendment to the classification act of 1923. passed at the last session (Welch Act). the special act increasing the pay of immigration inspectors. the presence in the bill of the largest of the increments of appropriation for the taking of the Fifteenth Census. and the elimination from the bill of a number of appropriations for the fiscal year 1929 which do not recur for the fiscal year The increase in the bill for the four departments on account of the Welch Act is $2.754.374. and the increase on account of the pay of immigration inspectors is $244.620. making the bill carry on account of pay increases authorized at the last session. $2.998.994. The increase carried on account of the largest of the increments for the Fifteenth Census is $16.951.800. The nonrecurring 1929 items account for a decrease of $2.521.200.
