It is a question. I think. of equal or even greater importance. Is it reasonable. is it right. that the electoral vote of any State in this Union in the election of a President of the United States should be increased solely by the fact that there are within that State a great body of aliens. that is. unnaturalized foreign born? Of course. all who are familiar with our Constitution understand that the electoral vote of any State is determined by the total of the number of Senators and Members of the House from that State.
