It comes closer to the true facts than the 1920 census. If we based it on the 1920 census. it would give Poland a bigger quota than it would give all of Great Britain. for example. That would be the result of basing it on the foreignborn only in 1920. The point I want to make is that the currents of immigration have changed in the various decades. and for any moment that we might select. if we based our quota on the foreign born at that moment. it would reflect only the recent arrivals and not those who cam e in the previous decades.
