Chairman. I did not expect to speak today oIl this legislation. but I can not allow the statements of preceding speakers to go by without making some comlment. Following tile theory of the gentleni from Massachusetts and New Jersey and tile lady from California that it is neecsLXIX498 sary to have Chinamen on these boats to wait ol Chinese aiind nationals of certain other countries. we would expect them to favor legislation repealing the oriental exclusion provisions of the immigration law. Those who are leading the opposition to this aliendmlent which would limit the employment of nonAmericans on merchant marine ships also led the light for the provisions of the immigration law which excludes orientals. This bill provides for a substantial subsidy to the shipping interests from the Federal Treasury. and its piropollents strongly urge its enactment for the purpose of building up all American merchant marine. The adoption of the pending amendment providing for tle employment of American citizens in the merchant marine as against orientals and other foreigners will truly nake this an American merchant marine bill.
