In so far as this House Is concerned. yes. without authority from this House. As to whether or not the President has the right to appoint delegates to a convention without the concurrence of the House. probably he has. There are bills now pending before this Congress to regulate and control immigration from some of the Latin American countries. and. of course. their interests in that case will not be our interests. It is insisted by some that by appointing delegates to this convention that we can be of great assistance to certain South American countries. The trouble with this Government at the present time is that they are undertaking to interfere too much and control the internal affairs of the South American Republics.
