R. 10167. which is a bill to authorize the President to accept the invitation of the Cultan Goveriment to appoint delegates to the Second International Immigration and Emigration Conference. to be held at Habana commencing on tomorrow. Marcl 31. 1928. This bill is now pending ott the calendar of this House. The bill was introduced and referred to the Foreign Affairs Coinmittee. of which I am a member. and was reported out by that committee over my protest. When the committee met on last Tuesday. they.designated the bills of that coimittec that were to be called up by its chairman otn Calendar Wednesday. day before yesterday. and this bill was one aimong the number.
