They give the visas to those persons who were holding such old visas issued prior to 1924. In other words. I do not exactly oppose this bill if Congress desires to return visa fees to those who do not want to make use of their visas. It seems to me unfair and unjust to make the immigrants believe that they hold an American visa which will allow them to enter the United States and then pass a quota law cutting them out. and after four years wake up and say we will return your money when these men have sold their property. broken up their little homes in the country where they came from. I do not think that is fair. I say that we ought to pass legislation recognizing and honoring our own visas. I think that should be done in spite of the fact that it is not with the approval of my colleague from Florida.
