Mr. Speaker. this bill is made necessary by the fact that at the time of the passage of the 1924 act. and prior tiereto. there was Do limit o1 the nulnber of visas that could be issued to prospective immigrants by consular officers. The temporary quota law permitted all who had such visas on their passports to enter this country if they could arrive by a certain time. There was a time limit which ran against them. The visits were secured for months in advance. and since the 1924 act the number of people having visas. represented by this sum of money. say. about 15.000. have not been able to get to the United States. and many of them are asking for a refund. These requests are being made by the ambassadors from the various countries. The bill has merit and is one that should pass.
