President. I want to make my appeal to the Senator from Alabama to permit us to consider the joint resolution. The committee is firmly of the opinion that the policy of restrictive immigration must not be weakened. I know the Senator from Alabama concurs in that. This merely tends to take account of the feelings of those families that are separated. where the husband has declared his intention of becoming an American citizen. and allows these relatives to come in within the quotas. It would not increase the total immigration by a single person. but would merely permit them to come instead of people of the same nationality who have no relatives here.
