I have had in mind discussing at some length this phase of the immigration law and have gathered quite a few data and statistics on the subject. But yesterday I received a copy of a book containing an article on this very subject which is so scientific and exhaustive that I have decided to abandon my contem plated speech and simply insert in the REcoRD this most excellent treatise. The article is printed in the Lutheran World Almanac and Encyclopedia. 192728. and is written by Dr. 0.
