Surely we can expect a young man who seeks to make the Consular Service his life work to learn the language of the country to which he is accredited. I think the State Department is in agreement with the views that I have here expressed. The trouble seems to be that there is not sufficient money to attract native Americans. In tie case of naturalized Americans. they can well be sent to countries other than the country of their birth. Sooner or later we must come to it. and froim what I hear of conditions at some of the ports where immigration is heavy I think the quicker we do this the better it will be for the service.
