You must take into consideration that the conditions in the old courthouse il New York where juries and grand juorors are housed are abominable. the ventilation is detrimental to the health of those who serve on them. The judges and jurors and grand jurors are often taken sick on account of the conditions. In addition to the regular court business we have the naturalization of citizens. and that work in the Federal court sometimes brings as many as 5.000 persons in one day into that building. The building is unsafe and insanitary. the elevators are not safe or sufflicient. it has been condemned by everybody. and it would probably be condemned by the fire department of the city of New York if an investigation were made.
