The law passed by Congress and approved by the present President required him to issue. by April 1. 1927. the proclamation provided for in the nationalorigins provisions in the immigration act of 1924 being now suspended. A President should not run from the responsibility which the law places upon him. In this instance it was laid upon him by the act of a Congress controlled by his own party. the act having been deliberately approved by him.
