If the threat of the loss of the vote of foreign blocs will frighten Congress and the Executive from stronger ground. who can hope that they will have courage and capacity to maintain a position not so strong? If they will hide and juggle the record to make an excuse for the abandonment of a strong position deliberately taken. who can hope that they will better hold more vulnerable ground temporarily taken under the promptings of expediency? The law passed by Congress and approved by the present President required him to issue. by April 1. 1927. the proclamation provided for in the nationalorigins provisions in the immigration act of 1924 being now suspended. A President should not run from the responsibility which the law places upon him. In this instance it was laid upon him by the act of a Congress controlled by his own party. the act having been deliberately approved by him.
