Gentlemen of the committee. for eight years I have been honored with the chairmanship of the Committee on Immigration and Naturalization. My predecessor was the lamented John Burnett. of Alabama. He took up tile work (if perfecting the immigration laws of the United States. Eight years ago. the night before the- Sixtysixth House of Representatives was to assemble. Mr. Burnett fell dead. time result of a shock received from the explosion almost in his hands ofi a bomb from an anarchist. I have inherited his work for the restriction of immigration and the betterment -of the immigration. naturalization. and deportation laws. I have tried faithfuly to carry on that work with the aid of a faithful committee and to present to this House In these last four Congresses what I thought would lead to the best and safest and most permanent plan. for the restriction of immigration. I am still engaged in that work tonight. I do not mean to say that the time today has been frittered away in filibustering.
