When the bill was in conference an amendment was adopted that had been proposed in the House. by John Jacob Rogers. a distinguished scholar and close student of such questions. and in the Senate by Senator REED. and that amendment was designed to.emove the last vestige of inequality. Now we have a right. if we wish. to discriminate between countries. We have a right to say that we will not take people unless they come from the countries of the old immigration. we have a right to say that we will not take people unless they come from the countries of the new immigration. We have a right to say that we will not take people from countries recently at war with the United States. or that we will not take this kind of people or that kind of people. We refused to adopt any such rule..
