However. I do think the question of blanketing some 23.000 citizens who may come into this country and vote in our States. without any examination before the United States courts. is going a long way. I should like to have see an mnendmefit to this bill which would have provided for them as citizens of the United States. with a right to vote in the Virgin Islands. but I am not impressed with the idea of giving these people. who have not complied with our laws in any particular regarding naturalization or citizenship. the right to come into may State or into other States and vote as they please. I think there ought to have been an amendment making them citizens of the United States with the right to vote in the Virgin Islands. and I think there should be something else for them to comply with before they are permitted to vote in our States.
