I was not informed as to the amendment and did not ask to be recognized on that account. I desire to call the attention of the House to the necessity of providing by acts of Congress something that will determine the status of various peoples under the American flag in our insular possessions. In my opinion this particular bill . dealing entirely with naturalization of sonm 22.000 people in the Virgin Islands and some 3.000 Virgin Islanders who are now in the United States. should have been referred to the House Committee on Immigration and Naturalization. However. when the bill came over from the Senate. and when it was brought to my attention. I waived that point.
