Mr. President. I have an amendment to Suggest to the bill. and I think a word of explanation may well go with it. Section 3 of the proposed act provides for the deportation in a vessel other than that which brings him in of an alien seaman who is brought to the country and is found on examination not to be a bona fide seaman and to be inadmissible as an immigrant. That is a perfectly proper provision. and it is intended to keep out "bootleg" immigrants. but I think that it ought to be safeguarded by putting at the beginning of the paragraph the words " Unless such alien was shipped in a port in continental United States. then if." Otherwise. perfectly innocent American vessel owners. taking on a crew in. say. the port of New York to make a round trip. if they found when they got back to New York that some of the people they had engaged there were rejected they would have to send them to distant countries in some other vessel.
