Mr. President. if the Senate will bear with me for an instant. I desire to say that under the present immigration law the President is required to promulgate a proclamation on the 1st day of April. 1927. in respect of the nationalorigins provision of the law. Upon this subject two messages have been received by the Senate. The last of those messages states that the figures relied upon for the quota numbers of various countries are ambiguous and that practical legislation could not be predicated upon them. The committee thought. therefore. because of the importance of the situation. that. in order that a proclamation upon inadequate data might not be promulgated. the matter should be postponed for a year and to a session when there would be ample time to deal with the subject.
