I shall not attempt to disturb the bill today. I realize the responsibility that rests upon the subcommittee. and the desire on the part of the House. including myself. to keep the total of appropriations within the budgetary estimates. But I want to call the attention of the House to the fact that I shall later on attempt to increase the allowance of the Budget for the pay of employees of the Immigration Service. Their work is very trying. they are dealing with human beings. not with merchandise. and some of these men who were in the service with me 19 years ago are receiving as low as $1.700 and $1.800 a year.
