Exactly. it is a limitation. Just as_ I was suggesting. all the important places are now filled by American citizens. but suppose the consul wanted to call in an interpreter for a weeks work or a months work. and really needed him. There are all kinds of people who apply to these consuls for visas. and you would handicap the consul instead of helping him if you put on a limitation that goes further than the present law. I have had occasion to visit some of our consulates in foreign countries and to discuss with them the manner in which they are handling the visas in connection with immigration. I remember particularly Marseille. France.
