Section 2 of this bill states that every alien in the United States shall. within the time fixed by the President in a proclamation made by him. within 90 days after the enactment of this act. register as provided in this act. An alien under 16 years of age may be registered by parent or guardian. The foreign born constitute a majority of the workers employed in the basic industries. The low wages they receive and the oppressive conditions under which they labor have in the past and will again in the future drive them to strikes. This legislation is a direct threat against the entire working class of this country. It is a threat against the tradeunion movements. Answer the attack of the open shoppers by organizing councils for the protection of the foreign born or join the councils already in existence.
