It was hastily drawn and considered.- After it had been in operation a short time it was found fairly easy of violation. both in letter and in spirit. Amendments were necessary. The Committee on Imniigration in the House. with commendable zeal. went to work to strengthen the law. As a result. in the spring of 1924 they reported out a bill which strengthened our immigration laws immeasurably and further restricted immigration. The percentage from a given country entitled to enter in a given year was changed from 3 to 2 per cent. The maximum that could come in if every country used up its quota was changed from 309.000. as fixed in the act of 1921. to 161.990.
