May I say to the Senator from South Carolina that my bill of the last session got its great black eye. as it were. as the result of that absurd statement from a subordinate in the State Department which was telegraphed all over this country. and the bill was characterized far and wide as an attempt to break down the immigration policy of the United States. to open up the gates and let In 600.000 people. The thing was absurd upon its face. but it received very wide publicity. and the bill was met. of course. with bitter hostility by large numbers of people who believed that that would be the result of the passage of the bill. The estimates which were made by those who had really studied the question were. to my mind. reliable. and to show my faith in the reliability of their estimates I consented to put in 35.000 as the limit of the wives and children. so as to dispel this idea that I was attempting to break down the immigration policy of the United States. and that this bill would open the gates to 600.000.
