Assistant Secretary White says: These statements are very misleading and apparently based upon wrong information. In the first place. neither the bureau nor department has given its approval or sanctlonto anything bordering on what could be called a gentlemens agreement. Further. they have no knowledge of any conference or dealings had between immigration officials and chambers of commerce or employers of labor in the States of Arizona. New Mexico. or Texas. First note the equivocation here.
