One of the provisions of the bill Is to allow the foreign representatives of the Government In other places than where ambassadors and ministers are located to issue visas. There is great inconvenience -now in requiring people to obtain visas at the capitals. Then there is another provision that where there is an erroneous payment for the issuance of passports. that payment shall forthwith be refunded. Then there is still another provision to allow the Secretary of State to make regulations under which teachers in this country can have a renewal of their passports. so that they can use them for four years instead of two years.
