This legislation. as I understand itand I shall not attempt to argue that question . it has been so well done in the last few days by those more capable of arguing it than myself--undertakes only to make the tariff effective as applied to agriculture. Mr. President. I pass on to the immigration act of 1924. involving a bureau in the Department of Labor for its administration. for the protection of American labor. atid for the protection of our heritage. as a matter of fact. to the end that we may not admit aliens to our shores more rapidly than they can. be readily assimilated into our economic system. That was a wise step in the right direction. and I am for it. but it represents a policyartd a national policyfor the protection of labor in -this country. Another national policy.
