I recognize that selfdefense is as indispensable to a nation as to an individual and that it is essential that we should prdtect ourselves against an unreasonable influx of immigration. Nevertheless. in the enactment of immigration laws we have become panicky. and we have fallen into many indiscretions. For instance. we prohibit the wives. husbands. and children of aliens to enter the United States except within the quota. Now. what is the effect of this?
