The scheme is thus not a pricefixing one. for It merely creates an addition to a moving world price. This. on the assumption given above. is economically feasible and not fallacious. It is no more price fixing than the tariff is price fixing. It is not more a pricefixing device than our restriction of immigration is a wagefixing proposition. because when we restrict immigration. naturally the demand for labor in the United States sends to a higher level the wages of those already here al already employed. These are not pricefixing devices. This is a proposition I believe to be econonically sound. based on fundamental truth.
