I wanted to appeal from the decision of the Chair. but I was refused the opportunity of doing so. I want to know whether a practice of that kind is to. be followed in the Senate. If so. I should like to have the Senate :settle the question. This is an effort to press a ill. .through here in the face of many absent seats .on this side of the Senate. and when a quorum is asked for. the Presiding Officer refuses to order the roll called. although he must knowthat absent Senators on this side of the Chamber are against opening the doors of this country to immigration.
