I ask the attention of the Senate to a resolution which I feel is justified because of conditions referred to in the resolution. A few days ago I invited the attention of the Senate to the action of certain immigration officials who had arrested General Torres in violation of the law and against all principles of humanity and delivered him to military authorities in Mexico. who promptly executed him. In effect. I declared that their conduct was indefensible and contributed to the death of this man. Mr. President. I affirm. from the information which has come to me. that there has been collusion between representatives of the Department of Justice who are operating in Texas. and particularly along the Mexican border. and agents of the Immigration Bureau. whose activities are also in the same section. to accomplish the arrest and deportation of persons. citizens of Mexico but who are lawfully in the United States. Their conduct Is partly inspired by Mexican officials. and their collusive acts are aimed against political refugees and Inoffensive Mexicans who are claiming the protection of our Government. Mr. President.
