Perhaps this explanation should be offered in connection with the appropriation for immigration for 1927: The Budget submitted an estimate of $000.000 for the first deficiency bill to supplement the 1926 appropriation. Since it did not Include that in the estimates for 1927. and since It appeared to the committee that in building up a border patrol and the other agencies of the Government to hasten deportation. it would absolutely be essential to bring it to Congress In December. therefore we included that item simply in advance of another supplemental estimate based on what the .Budget Bureau itself estimated would be necessary.
